Legislative Committee
Legislative Committee
The Legislative Committee of the Maryland Society for Clinical Social Work, headed by the Vice President for Legislative Affairs, is involved in lobbying and advocacy activities. Members of the Legislative Committee serve on the consortium we helped to establish, The Maryland Legislative Council of Social Work Organizations (formerly known as the Maryland Legislative Council of Social Workers).
The Maryland Legislative Council of Social Work Organizations (MD-LCSWO) works with our lobbyist, Alice J. Neily to:
- Identify and clarify key issues and legislation to support/oppose in the session (especially that impacting on our scope of practice).
- Organize and provide written and in-person testimony on such legislation.
- Collaborate with other organizations to promote or oppose key legislation.
- Aalert the members of the MSCSW when a key issue or bill needs their support or opposition.
- Assist the members in contacting their respective legislators or key members of the administration to support or oppose a bill or policy.
- Provide education to the membership on legislative advocacy.
In the past, the MD-LCSWO has written and helped legislators propose legislation of importance to clinical social workers and their clients.
Key issues generally include the budget, private insurance excesses, treatment access for mentally ill and chemically dependent patients, preserving social work licensure, and preserving or expanding our scope of practice when appropriate. Examples of such would be our revised licensure law in 2003, and a proposed task force to study and improve access of the privately-insured to mental health and substance abuse treatment.
The Maryland Legislative Council of Social Work Organizations was officially created on November 4, 1995 to serve as a legislative consortium for social work organizations with members in Maryland. The MD-LCSWO is issue driven. All the members of the MD-LCSWO approve the legislative platform for the upcoming General Assembly.
